DESCRIPTION AND APPLICATION

One of the fundamental rules for sanitary first aid is to provide to the injured person an adequate assistance according to correct behaviour and specific instructions. This intervention has the only scope to manage the emergency until the arrival of qualified personnel from Health Service.

In all the working places, especially if distant from infirmary or sanitary structures (Hospitals, First Aid points, etc.), first aid points must be present with pharmaceutical and surgery tools for first aid assistance.

These sanitary points are usually made of wall cabinets, hand bags or kits and must be located according to the emergency plan of escape.

The decree n. 388 of 15.07.2003, published in the Gazzetta Ufficiale n. 27 of 3.02 2004 effective from 3.08.2004 and subsequently postponed to 28.07.2005 according to article 8 as per law n. 136 of 28.05.2004 has regulated the instructions on first aid following on article 15),comma 3), of decree n. 626 of 19.09.1994. This decree has furthermore cancelled the previous decree D.M. of 2.07.1958. In case of violation, sanctions dictated by article 89, comma 2, letter a) of decree n. 626 of 19.09.1994 foresees for the employer and manager the imprisonment or a fine from 1,549.37 Euros to 4,131.66.

The decree also states that enterprises of producing units are divided into three categories according to the kind of business, number of employees and risk factors and that for each group a specific sanitary point apply.

1. Enterprises or producing units with industrial activity subject to the obligation or notification as per article 2 of decree n. 334 of 17.08.1999:

Thermo electrical Plants.
Nuclear Laboratories or Plants as per articles 7, 28, and 33
of decree n. 230 of 17.03.1995.
Mining and extraction firms as per decree n. 626 of
25.11.1964.
Underground activities as per D.P.R. n. 320 0f 20.03.1956.
Enterprises for the production of explosives, powders and
ammunitions.

2. Enterprises or producing units with more than 5 employees belonging or similar to INAIL groups having accident indexes higher than 4 according to national INAIL statistics for the last three years.

3. Enterprises or producing units with more than 5 fully occupied workers in the agricultural field.

Enterprises or producing units with 3 or more workers not included in group A.


Enterprises of group C - First Aid Kit with contents according to attachment 2).

Enterprises or producing units with less that 3 workers not included in group A.
