HCFC DISPOSAL SERVICES - D.M. 20.12.2005


  

DESCRIPTION AND APPLICATION

Molajoni S.p.A. is equipped to perform, in the national territory, the collection and storage of waste to be disposed of produced by their activity and by third parties. All these activities are performed by skilled personnel with vehicles qualified ADR and under the regular control of ARPA (Agenzia Regionale per la Protezione dell' Ambiente) in Rome province and Lazio Region.

Molajoni S.p.A. is a member of ECOFIRE, the consortium for the collection and disposal of Halon, formed in 1997 by a group of enterprises of UMAN, an industrial association in the field of fire fighting linked to ANIMA. This organisation is a no profit association with the aim to assist people working in this field to dispose, in a responsible way, of all the dangerous material present in the fire extinguishers as per law 549/93.

Typical products to dispose of are the following:

  • chemical powder contained in fire extinguishers
  • ferrous materials from fire extinguishers and fire suppression systems (cylinders, tanks, valves etc.)
  • chemical extinguishing gases (including HCFC) from fire extinguishers and other fire fighting equipment

Among the last ones there is the notorious extinguishing gas called NAF SIII®.

On 7th July 2005 the 5th section of the European court of justice has condemned Italy because, in allowing the use of HFCC as an extinguishing agent, has not respected the conditions and restrictions as per art. 5, n.3 of the European Parliament on the substances reducing the ozone layer according to the regulation n.2037 0f 29.06 2000.
The European Court of Justice has deemed it correct the judgment of the Commission about Italy that with the decree of 3.10.2001 art. 5,comma 3 had permitted the use of HCFC in a range wider than allowed.
In fact art. 3 of the European regulation states that the use of halon as protecting agent can be allowed only in the replacement of halon foreseen under attachment VII.

The Environment Ministry has therefore produced a decree on 20.12.2005 stating that within 17.01.2007 all HCFC gases must no longer be used in fire extinguishers and other fire fighting equipment as per art. 3 comma3of law 549 of 28.12.1993 and amendment law n.179/1997.

Molajoni S.p.A. has a number of technical solutions to dispose of and replace the previously installed systems.

A special team has been formed to face the deadline of 18.01.2007 and is at customer's disposal to suggest the best technical replacement solutions.

We therefore want to focus your attention on the solutions suggested by the Chemetron Fire Systems, of which we are distributors, like the FM200 system, which has always been allowed and still is by both the European and Italian legislation, and the new system NOVEC 1230. This new generation extinguisher has no limitations by both legislations, is environmentally friendly like inert gas systems but easier to install and has safety margins much higher than any other system for the personnel present during its release.
